The November 4 first-reading vote rejected the broader budget section after crypto amendments had passed, leaving their future to the remaining legislative process.

France’s National Assembly rejected the revenue section of the 2027 budget bill on November 4, creating a new setback for crypto amendments adopted during the bill’s first reading. The vote came one day after lawmakers backed a proposed reporting requirement for self-custodied crypto wallets.

The [official voting record](https://www.assemblee-nationale.fr/dyn/17/scrutins/9759), numbered 9759, identifies the subject as the first part of the 2027 finance bill at first reading. It records the second sitting of November 4, with 458 votes against adoption, none in favor and two abstentions. The Assembly’s recorded result is that the section was not adopted.

The distinction matters because approval of an individual amendment does not complete the budget process. Lawmakers can adopt changes while examining articles and subsequently reject the broader section containing them. The November 3 wallet-reporting vote and the November 4 budget-section vote are separate legislative decisions.

[Cointelegraph’s November 5 report](https://cointelegraph.com/news/france-rejects-budget-revenue-sidelines-crypto-amendments) says the rejection removes the crypto amendments from the version being sent to the Senate, with the government’s original budget text proceeding instead. It reports that the proposals could be reintroduced during the Senate’s consideration and would still need to survive the remaining legislative process.

The report identifies self-custody reporting, taxation of crypto-to-stablecoin conversions and information-disclosure penalties among the affected proposals. Those are proposed changes whose progress must be distinguished from rules already in force.

The confirmed new development is rejection of the budget’s revenue section. It does not establish final enactment of the crypto proposals or settle whether lawmakers will bring them back in later budget negotiations.
