Orca and Loopscale announced on October 7 that their teams are combining under Formation, a New York-based business bringing together Solana trading infrastructure and lending infrastructure. Loopscale co-founder Luke Truitt will lead the combined team as chief executive.

The announcement changes the organization behind the products. Both brands and their existing applications will continue operating, according to the protocols' current merger FAQs. Formation is presenting a combined roadmap rather than replacing the two interfaces with a newly launched application.

Orca supplies the trading side through its liquidity pools and market-maker infrastructure. Loopscale supplies an order book for matching borrowers and lenders, alongside vault infrastructure. Formation's stated aim is to give tokenized-asset issuers one team for arranging secondary trading, credit and distribution, instead of assembling those functions through separate counterparties.

That is the intended mechanism, rather than evidence that every announced integration is already available. The company says it is working with issuers and plans additional tools and assets. Its proposed tokenized-securities venue and plans to pursue further licenses remain prospective; the merger announcement does not establish that a new regulated venue has opened.

A separate Orca governance process also remains unresolved. An October 8 update posted by Cortina on Orca’s governance forum said the existing onchain vote on the resourcing proposal was being cancelled, with a replacement vote scheduled for October 11–16, followed by a two-day cooldown. The update cites participation concerns involving xORCA holders. Those proposed governance changes should not be treated as already approved.

The immediate development is therefore a combined operating team and product roadmap. Existing protocol interfaces remain in place, while the additional venue, issuer tools and governance changes have separate milestones. The announcement provides no deployment date for every part of that roadmap.
