The Hong Kong Monetary Authority said on November 2 that EnsembleTX had entered a new stage enabling 24/7 transactions with real value. In its Hong Kong FinTech Week update, the authority also said it would soon expand the programme's trials to regulated stablecoins.
The real-value pilot predates this announcement. In an earlier HKMA speech reproduced by the Bank for International Settlements, Deputy Chief Executive Howard Lee described participating banks using tokenised deposits to settle tokenised assets on a delivery-versus-payment basis. The initial infrastructure used the Ensemble Interoperability Layer and Hong Kong's existing real-time gross settlement system for interbank settlement.
That speech identified settlement of tokenised deposits in central bank digital currency, or CBDC, as a next step that would enable continuous 24/7 settlement. The November announcement now reports around-the-clock real-value transactions, but does not identify the cash leg or explain which implementation delivers the expanded schedule. Confirmation of operating hours and confirmation of the settlement asset therefore remain separate questions.
The HKMA also said it had completed trial trades involving Recognised Dealers conducting secondary-market transactions in tokenised Exchange Fund Bills. It presented the inclusion of regulated stablecoins as an upcoming extension, without specifying a start date or naming the stablecoins involved.
The update consequently describes three different stages: reported 24/7 real-value activity in EnsembleTX, completed trial trades in the tokenised bill market, and a planned stablecoin expansion. Each carries a different implication for which assets and participants the programme currently covers.
For crypto-market infrastructure, the concrete development is the HKMA's reported move toward continuous institutional tokenised settlement. The remaining details concern the settlement asset, participation conditions and the timing and scope of the stablecoin trials.
